NH Refederation Act
I. To prohibit with in the state of New Hampshire the following federal law enforcement agency or federalized military actions:
1. The use of United States military with in New hampshire state borders for civil policing, enforcement of local, county, state or federal laws, civil disturbance control, or the the use of federalized National guard for such purpose.
2. The use of foriegn military with in New Hampshire state borders for civil policing or enforcement of local, county, state or federal laws. Use of foriegn military for disaster assistance may be considered in extreme circumstances, but only under the following conditions:
a). Such troops may not participate in any local,state or federal law enforcement or civil disturbance control.
b.) Such troops must not be armed.
c.) Such actions must occur only with the permission of the New Hampshire State legislature and under command of the New Hampshire National Guard and the governor of the state of New Hampshire.
3. The operation of checkpoints within New Hampshire state borders by United States Border Patrol, Customs and Immigration Enforcement or any other immigration or border enforcement agency at any point which is not a United States border crossing or a "firm border" under any conditions.
Nor shall such agencies be permitted to perform traffic stops or "pull overs" of any sort away from the border with out the consent and cooperation with a county law enforcement official with in the respective county and such stops must be done under circumstances of suspicion, arbitrary or random suspiciionless stops will not be permitted. In such a case as said agencies have sufficiant cause or suspician in specific cases, said agency MUST immediatly contact a county law enforcement agency with intent and must be acompanied durring if possible or immediatly following such a stop and before the person or persons stopped are taken in to federal custody or are released.
4. The use of federal law enforcement agencies with in New Hampshire state borders for the enforcement of local, county or state laws unless specificly requested in certain types of cases such as kidnapping or crimes that take place over multiple state lines and out of the jursdiction of New Hampshire authorities in which assistence cannot be rendered by authorities of other states. Such actions must observe and follow New Hampshire state law enforcement guidelines and United States constitutional law.
5. The operations of federal law enforcement agencies enforcing federal laws with in New Hampshire state borders, except for national park employess with in national parks, without the consent of the sherrif's department of the county in which said agencies intend to operate, notification must be given prior and must follow New Hampshire state law enforcement guidelines and United States constitutional law.
II. To prohit the following documentation requirements
1. No new hampshire resident shall be required to carry a nationalized identification card normaly ordained for state purpose, nor will the State of New Hampshire be permitted to issue such nationalized identification for including but not limited to:
a. A drivers license
b. A non-drivers identification card
c. A school issued identification card
d. A certificate of live birth
e. A certificate of death
f. A local, county or state employee identification card
g. A local, county or state law enforcement identification card
III. No New Hampshire resident may legaly participate in the following or be a member of nor participate in the actions of:
1. Any nationalized civilain military defense force for use on United States soil not described under the constitution as an organized or unorganized militia, nor shall any resident be used for such forces not described in the united States constitution for any purpose other than the defense of a free state by the state.
2. Nor shall any New hampshire National Guard, organized militia or unorganized militia be used by the United States as a civilian or military police force for domestic police purposes in any state in the union.
IV. Siezing of New Hampshire land by the federal government.
1. No land within the state of New Hampshire, either held by the state of New Hampshire or by residents of the state or residents of other stats within the state of New Hampshire not already held by the federal government, shall be siezed or purchased by the federal government for governmentor public, purposes or private interests.
